韩洪云

韩洪云老师简介

女，生于1965年8月25日，中共党员，博士，博士后。浙江大学公共管理学院、农业现代化与农村发展研究中心（CARD）教授，博导，农村资源与环境研究所副所长，现代农业与农业投资研究所所长。2001年10月—2002年11月，由教育部公派赴澳大利亚国立大学发展研究中心（National Centre for Development Studies）进行为期一年的访问学者研究，从事水资源、环境管理方面的合作研究。2006年1月—2006年7月，在泰国朱拉隆贡大学做合作研究，对泰国的水资源管理制度安排进行研究。2010年9月-2011年6月，以富布赖特访问学者身份，赴美国宾夕法尼亚州立大学进行富布赖特项目研究，研究美国农业非点源污染政策设计经验及其对中国的启示。

近年来，主要从事资源与环境管理、可持续发展方面的研究工作，尤其在水资源管理、农村能源高效利用、经济发展效率评价、农业绿色发展等领域取得了突出成绩。主持完成国家社科基金重大、重点项目、国际合作项目、国家自然科学基金项目、国家社科基金一般项目等纵向基金项目10余项，通过以上一系列资源与环境管理方面的研究工作积累，已经开展了大量实地调查，掌握了大量一手数据资料，积累了丰富的研究经验，并发表了在国内外有一定影响的研究成果。近年来，在Energy Policy,Energy Economics, China & World Economy,《经济研究》《中国农村经济》等国内外重要刊物上发表高水平学术论文80多篇。获得浙江省政府哲学社会科学二等奖2项。出版的相关著作有：《节水农业经济分析》、《非市场产品的价值评估》、《灌区水价改革及其影响研究》《农业面源污染治理政策设计与选择研究》。

通过以上项目研究，积极参与国家政策设计与制定之中；作为浙江大学智库人员，积极撰写政策建议，为国家政策的制定献计献策；作为现代农业与农业投资研究所所长，积极为企业发展提供专业的咨询与指导工作，希望在中国乡村振兴和农业现代化发展进程，贡献自己的力量。
